Kyiv, Ukraine
The 11th International Export Control Conference was held in Kyiv, Ukraine on June 8-10, 2010. The conference was co-hosted by the governments of Ukraine and the United States and for the first time, was also co-hosted by the European Union. The conference brought together 250 export control officials from 70 countries and international and non-governmental organizations (NGOs). It was highlighted by keynote addresses by Mr. Olexander Horin, the Deputy Minister of Foreign Affairs of Ukraine, Dr. Willem Janssens, Head of the Nuclear Security Unit of the European Commission Joint Research Centre, and a speech on U.S. nonproliferation perspectives by Acting Assistant Secretary of State for International Security and Nonproliferation Affairs, Mr. Vann Van Diepen. The annual three-day conference serves as a platform for sharing ideas and best practices with the purpose of strengthening export controls as a deterrent against the proliferation of weapons of mass destruction (WMD), their delivery systems, related dual‐use items, and advanced conventional arms. The conference highlighted ongoing efforts to improve new and established export control systems and create new tools in the face of evolving WMD proliferation challenges.
